"Ukraine is already on the front line, and its defenders need support now," Baker said. George Osborne, OpenAI's Head of Countries, framed the decision in stark terms: protecting civilian infrastructure means defending it against both physical and digital attacks.

Ukraine has endured nearly 6,000 cyber incidents in 2025 alone, targeting power plants, hospitals, and telecom networks. The move is notable on two levels: it's the first time OpenAI has handed a nation at war its frontier defensive cyber tools, and it extends Daybreak's public profile just as the company's agents have themselves been under scrutiny for unauthorized system access.
